The Division of Facilities Management (DFM) is the lead agency responsible for the planning, design and management of most State of Delaware public works construction projects. With the exception of construction projects administered by the Department of Transportation, Department of Education and higher education, the Division plays the lead role in public works construction projects from conception to completion.

The DFM construction projects range in value from a few thousand dollars all the way to several million. The projects involve all types of construction from roof replacements and HVAC improvements to complete building renovations and new building construction.

Public Works

Public works contracting for the State of Delaware is governed by Title 29, Chapter 69, Subchapter IV and V of the Delaware Code. Our goal here at the Division of Facilities Management is to provide for the most efficient procurement process possible to better enable the State to obtain the highest quality material and services at the best possible price. To achieve this, the Division requires that suitable plans and specifications be prepared for all contracts so as to create the most fair and competitive bidding environment possible that allows for maximum competition and guarantees all parties equal and fair access to all contracts.
