Pubic works contracting for the State of Delaware is governed by Title 29, Chapter 69, Subchapter IV and V of the Delaware Code. Our goal here at the Division of Facilities Management is to provide for the most efficient procurement process possible to better enable the State to obtain the highest quality material and services at the best possible price. To achieve this, the Division requires that suitable plans and specifications be prepared for all contracts so as to create the most fair and competitive bidding environment possible that allows for maximum competition and guarantees all parties equal and fair access to all contracts.
