In an effort to measure energy use and greenhouse gas emissions, Delaware created the Energy Performance Implementation Model. Delaware adopted an online tool, Energy Star's Portfolio Manager, to benchmark and track energy usage and greenhouse gas emissions. Each executive branch agency is required to enter utility data into Portfolio Manager for State-owned and State-leased facilities. DFM oversees Delaware's inventory of buildings in Portfolio Manager, tracks energy performance, and identifies buildings to target for efficiency projects.
DFM leads Delaware's participation in the Better Buildings Challenge, a voluntary leadership initiative managed by the U.S. Department of Energy, with the goal of helping participants across the nation set goals to reduce energy consumption by 20 percent or more over 10 years.
